Rajasthan Deviation Settlement Mechanism (DSM) Guide

Rajasthan is India's largest solar state with dense utility-scale installations across Bhadla, Fatehgarh, and Bikaner pooling substations. Deviation settlement follows RERC regulations with a 10% tolerance band for solar and 15% for wind.

Day-Ahead Deadline
10:00 AM day-ahead
Intra-Day Revisions
Up to 16 Revisions

Revisions become effective from the 6th time-block (1.5 hours ahead). Up to 16 intra-day revisions are permitted per day for solar and wind generators.

Applicable Deviation Penalty Slabs

Under RERC (Forecasting, Scheduling, Deviation Settlement and Related Matters of Solar and Wind Generation Sources) Regulations, the following deviation penalty schedule is enforced per 15-minute time block:

Deviation BandRegulatory Penalty RuleSettlement Multiplier
0% – 10%Within tolerance band: Nil penaltyNil

Operational Realities & Grid Nuances in Rajasthan

With over 18 GW of operational solar in Rajasthan, evacuation congestion at 400/220 kV substations in Jodhpur, Jaisalmer, and Bikaner frequently leads to emergency backing-down instructions from Rajasthan SLDC.

During pre-monsoon and summer months, severe dust storms and sudden thermal inversions cause rapid generation ramps of 200+ MW in under 30 minutes, catching standard day-ahead forecasting models off guard.

Plants connected to pooling stations must coordinate schedules through a designated Lead QCA. Miscommunication between individual plant operators and the Lead QCA during intra-day revision windows is the primary cause of uncoordinated DSM penalties.

Common Operational Failure Modes
  • Dust storm and sand accumulation causing sudden 25%+ generation drops uncaptured in standard GFS satellite models.
  • SLDC portal communication latency during peak revision hours (09:00 to 11:00 AM).
  • Uncompensated transmission line tripping at Fatehgarh/Bhadla evacuation complexes.
Local Grid Nuances
  • Aggregated pooling station accounting where individual site errors can be offset by sibling generators if coordinated in real time.
  • Strict enforcement of 6-block revision advance notice under RERC regulations.
